PSAP CERTIFICATION Guide
Section 1, paragraph (1) of 202 KAR 6:050 (the regulation governing the certification of PSAPs for CMRS funds) states: "Certification of a PSAP by the Board implies that the Board has examined the operation and infrastructure of the requesting PSAP and determined that it is or will be capable of complying with the requirements for handling wireless E9-1-1 calls." The CMRS Board provides this guide in order to facilitate this process as rapidly as possible.
NOTES: This document does not attempt to address all aspects of the PSAP certification process. For a complete understanding of the process and all of its requirements refer to the regulation cited above. Other regulations that may be of interest or useful to PSAPs participating in the CMRS Fund include: 202 KAR 6:010. Definitions for 202 KAR Chapter 6.;

All of these regulations, the governing legislation, and any other forms or documents needed for this process can be downloaded from the board's web site or will be provided upon request.
In using this document note that:
- the italicized text is taken directly from the regulation cited above and may be accompanied by explanatory information (enclosed in parentheses and printed in normal text) where the CMRS Board felt it is needed or may be useful;
- PSAPs should mark each document submitted with the corresponding paragraph number from this guide to aid the board in reviewing applications;
- CMRS Board staff are available to explain or otherwise help with any part of the process.
Local exchange carriers (telephone companies) providing 9-1-1 services to PSAPs have watched the CMRS process and recognize that many PSAPs may have difficulty obtaining some information required by the CMRS Board. They have indicated willingness, if requested, to help PSAPs where possible.
Complete the CMRS PSAP CERTIFICATION APPLICATION as soon as possible.
Section 1, paragraph (4) of the regulation requires the following to be provided to the CMRS Board:
- A1- A written application in the form and format specified by the Board, by certified U.S. mail or by other express mail service requiring a delivery signature; (The required application form is included with the certification packet received with this document.)
Subparagraph (b) requires a copy of:
- B1- documentation which establishes the PSAP’s authority to establish 9-1-1 service in accordance with KRS 65.760; (This may be a city/county ordinance or resolution, budgetary references in a city/fiscal court budget, or other documents that identify the applying entity as providing 9-1-1 services for the jurisdiction.)
- B2- any existing or proposed agreement between a CMRS carrier and the PSAP; (If no agreements currently exist, note that in the application form under remarks. It is expected that few, if any, PSAPs will have such agreements. )
- B3- a list of the public safety agencies served by the requesting PSAP and a copy of any agreement between the PSAP and the designated agencies;
- B4- any agreement between the requesting PSAP and the contracted wireline E9-1-1 service provider; (The company providing 9-1-1 service should have a copy on file. As an alternative and due to the complex nature of documents involving tariffed service, the CMRS Board will accept a letter from the contracted provider stating that an agreement is on file in their offices.)
- B5- a map detailing the area served by the requesting PSAP. (The CMRS Board prefers maps in digital form - ideally in a format compatible with ARCVIEW software - but will accept paper copies if necessary. Note: Area Development Districts will have digital copies of many jurisdictions.)
Subparagraph (c) requires a description of:
- C1- the addressing applications including: (May be included in letter from contracted provider - see paragraph B4)
- the location of each database; (on-site or off-site?-Is there a redundant copy at another site?)
- how each database is maintained; (for existing addresses, new addresses, new streets, error correction - include forms used and detail the process used by citizens and local personnel to keep the database current)
- who maintains each database. (local personnel or telephone company employees?)
- C1- the mapping applications including: (integrated with your 911 call processing software)
- the location of each database; (on-site or off-site?-Is there a redundant copy at another site?)
- how each database is maintained; (by downloading a printout or file from the telephone company or by the telephone company personnel after review and approval by PSAP staff?)
- who maintains each database. (PSAP staff or telephone company employees?)
- C2- the network and its characteristics currently or proposed to be in use by the PSAP; (May be included in letter from contracted provider - see paragraph B4)
- C3- the customer premises equipment employed by the PSAP in receiving E9-1-1 calls; (contact telephone company or equipment provider- include all equipment located in PSAP)
- C4- call transfer functions in the PSAP. (when transferring a 911 call to another center, does the data and voice go with the call? contact - both telephone company and 9-1-1 equipment provider)
Subparagraph (d) requires documentation of:
- D1- sworn statements that telecommunicators and PSAP management have signed non-disclosure agreements regarding confidential information accessible by them; (a "sworn statement" as defined by 202 KAR 6:010E "means a notarized letter signed and dated by a person designated by a PSAP which may be given in lieu of documentation.")
- D2- the disaster recovery application used by the PSAP including:
- default routing and alternate routing of call applications or other contingency applications for rerouting calls in the event of system failure; (default routing=call overflow; alternate routing=call routing when 911 trunks or equipment fails - contact telephone company)
- type of backup power equipment installed;
- and evacuation and relocation applications. (Look in your SOPs or County-wide disaster plan)
- D3- 7 digit service for administrative (non-emergency) service;
- D4- telecommunications devices for the deaf (TDD’s) in the PSAP; (Is there one for each position? Do they provide the same level of function as the normal equipment?)
- D5- a certificate or sworn statement that telecommunicators employed by the PSAP who handle wireless E9-1-1 calls meet the training requirements as required by laws of the Commonwealth of Kentucky; (See KRS xx.xxxx for telecommunicator training requirements and the definition of "sworn statement" cited above)
- D6- and the PSAP’s Standard Operating Procedures for the handling of wireless E9-1-1. (This will probably have to be written - CMRS Board staff will work with you, if necessary.)
Subparagraph (e) requires a description of:
- E1- the PSAP's ability or anticipated ability to handle the data elements associated with wireless E9-1-1 calls; (20 digits of ANI and the ability to retrieve PANI data from the database)
- E2- and the anticipated use of the CMRS funds in accordance with KRS 65.7631.
Note that Section 1, paragraph (5) states that after its initial review of the documentation submitted by the PSAP to the CMRS Board, the Board:
(a) may require other documentation that it deems necessary; and
(b) shall schedule an on-site inspection by a member or members of the Board.
Before certification can be finalized, the designated PSAP contact must provide to the CMRS Board:
a - copy of a letters to CMRS carriers licensed for your jurisdiction requesting wireless E911 service. (see attached carrier contact list and county list of licensed carriers)
b - documentation of an accounting of the number of wireless calls received in the prior calendar year.(NO LONGER REQUIRED)
c - if not already providing wireless 911 services, a binding resolution adopted by the governing board committing the PSAP to make the investment.
d - before certification can be finalized, the designated PSAP contact must provide to the CMRS Board a notarized document identifying the Payee for disbursements, and the Payee's address. and a completed
"AUTHORIZATION FOR ELECTRONIC DEPOSIT OF VENDOR PAYMENT"
Note: the Vendor Name (on the form) and the Payee (listed in the letter) should match.

Such data, information, and/or documents includes but is not limited to customer data (i.e. names, phone numbers, addresses, etc.), descriptions of carrier networks and equipment, and counts of customers for a specific carrier, etc. In accordance with 202 KAR 6:030E, such information, where possible, will be marked as confidential.
I agree that my access to data, information, and/or documents considered confidential and proprietary by carriers will be subject to the following terms and conditions.
- I agree (in accordance with KRS 65.7639), regardless of its source, to protect such information from distribution, disclosure or dissemination to anyone except as authorized in this agreement or as authorized in writing by the carrier owning the information.
- I shall use all such information only for the purpose of providing emergency responses to E911 calls or for development, implementation, and/or maintenance of my E911 system.
- I shall make no copies of information provided to me except as authorized in this agreement.
- I understand that (in accordance with KRS 65.7639) the information provided to me is not subject to subpoena nor is it to be otherwise released to any person other than those authorized in the statute or those necessary to provide an effective emergency response to a 911 call.
- I understand (in accordance with KRS 65.7637) that, except for willful or wanton misconduct, carriers, their employees, directors, officers, or agents are not liable for any omissions or errors in the information provided to me, or for any damages in a civil action for injuries, death or loss to person or property incurred by any person as a result of any act or omission in connection with developing, adopting, implementing, maintaining or operating a 911 system.
- I understand that no license to me under any trademark, patent or copyright is either granted or implied by the carrier’s disclosure of such information to me.
- This Agreement shall remain in effect throughout my employment in the 911 center unless nullified in writing.

This includes the delivery of ANI and ALI and employs / does not employ the use of a Selective Router (Tandem Switch) and uses direct trunking from some central offices in directing calls to the PSAP. The coverage area included in this E911 system include all or parts of the following wire centers:

Our records indicate that there are ### trunks at the PSAP which are equipped for wire-line E911 calls. You have ordered/not ordered additional trunks/trunk groups to accommodate wireless traffic. The E911 trunks originate at the Tandem switch (central office name) / central office (if no tandem switch is used) and terminate to the E911 Controller at the PSAP.
The Controller equipment in use at your PSAP is provided by ABC Company. The ABC 9-1-1 Controller is certified to meet the specifications for the retrieval of the necessary data elements for use in the Phase 1 delivery of wireless calls to the PSAP. That is, the location of the wireless cell tower/sector and the ten-digit call back number of the wireless caller will be delivered via the ALI screen.
A network schematic of the wire-line E911 network as it currently exists is attached. Please note that all diagrams and the information provided to you in this letter are considered to be Proprietary and should be safeguarded accordingly.
